The Senate is kicking off what’s sure to be a contentious climate change debate this week with hearings aimed at producing something that approaches the sweeping House climate bill that passed last month.

But any cap-and-trade legislation faces a steep climb in the Senate, where Democrats from energy-producing states have expressed concerns about the cost and impact of the bill on consumers and industry."
